AI Summary

This bill modifies existing Michigan law regarding the issuance of liquor licenses, specifically for "specially designated merchant" (SDM) and "specially designated distributor" (SDD) licenses, which allow businesses to sell alcohol for off-premises consumption. The bill aims to allow these licenses to be issued in certain locations and under specific conditions, including for private entities operating grocery stores on land owned by Schoolcraft College, and for marinas that maintain motor vehicle fuel pumps. It also clarifies that existing SDM licenses can generally be renewed or transferred, with some exceptions for licenses issued after a certain date or under specific conditions. The bill also ties its effectiveness to the enactment of another bill, HB 4282 of the 103rd Legislature.
