This bill amends the New York State Election Law to establish a more detailed and time-sensitive process for mailing or delivering absentee ballots based on when an application is received by the board of elections. Specifically, the bill creates a tiered system with different deadlines for mailing or delivering absentee ballots depending on how far in advance of an election the application is submitted. For example, if an application is received at least 60 days before an election, the ballot must be mailed or delivered by the 46th day before the election; if received between 46 and 30 days before the election, the ballot must be mailed or delivered within four days; and for applications received closer to the election (but no later than seven days before), the board must make reasonable efforts to deliver the ballot more quickly. The bill also maintains existing provisions about mailing ballots to overseas voters by air mail and allows for alternative delivery methods for voters in certain healthcare or veterans' facilities. The changes aim to provide more clarity and predictability in the absentee ballot distribution process while ensuring timely delivery to voters.
