This bill requires all colleges and universities in New York to establish a comprehensive student onboarding and ongoing education campaign focused on reproductive health services. Under this legislation, new first-year and transfer students must receive information about the nearest reproductive health clinics, available resources (including financial assistance and mental health services), and specific reproductive health resources offered by their institution. The bill defines reproductive health services broadly, including abortion, emergency contraception, and medical or counseling services related to the human reproductive system. Institutions must also require student leaders and organization officers to complete training on reproductive health services. Additionally, schools must update their code of conduct to include these requirements, distribute this information annually to students, post it on their websites and in campus residence halls, and provide direct links to relevant reproductive health service resources. The law will take effect on July 1st following its passage, with institutions having time to prepare and implement the necessary policies and training programs.
