This bill modifies the Great Start Compensation Support Payments program by expanding the definition of "full-time equivalent" for child care workers. Currently, a full-time equivalent is defined as an individual caring for children for 32 hours per week, and the bill adds that this can now also include time spent participating in professional development, training, or lesson planning. The bill maintains the existing rule that an individual can count as more or less than one full-time equivalent staff, but no more than two full-time equivalent staff. The bill continues to require the commissioner to establish payment amounts based on full-time equivalent staff and maintains the existing 10% payment increase for programs receiving child care assistance payments or early learning scholarships, or those located in "child care access equity areas" - which are defined as areas with low child care access, high poverty, high unemployment, low homeownership, and low median household incomes. The bill does not change the commissioner's authority to determine the form, frequency, and manner of these support payments.
