This bill modifies the Great Start compensation support payments for child care providers by expanding the definition of full-time equivalent (FTE) staff to include time spent on professional development, training, and lesson planning, in addition to direct child care hours. Currently, an FTE is defined as 32 hours per week of caring for children, and this bill would broaden that definition to include preparatory and professional growth activities. The bill maintains the existing provision that an individual can be counted as no more than two FTE staff. It also retains the 10% payment increase for programs receiving child care assistance payments or early learning scholarships, or those located in "child care access equity areas" - which are defined as areas with low child care access, high poverty, high unemployment, low homeownership, and low median household incomes. The Minnesota commissioner of human services will continue to establish the payment amounts, form, frequency, and manner of these compensation support payments. The goal appears to be supporting child care providers by recognizing the full scope of their professional work and providing additional financial support to programs in underserved areas.
