This bill changes Minnesota's process for nominating and electing presidential electors by modifying existing statutes and withdrawing from the National Popular Vote Interstate Compact. Specifically, the bill requires political parties to nominate one presidential elector from each congressional district and two at-large electors, and mandates that the state canvassing board determine election results by both statewide vote totals (for at-large electors) and congressional district vote totals (for district-specific electors). The bill completely removes Minnesota's participation in the National Popular Vote Agreement, which would have allocated the state's electoral votes based on the national popular vote total, and repeals two existing statutes related to that agreement. By directing the governor to inform other agreement states of Minnesota's withdrawal, the bill effectively ends the state's involvement in the compact that aimed to effectively circumvent the traditional Electoral College system by pledging a state's electoral votes to the winner of the national popular vote, regardless of that candidate's performance in the individual state.
