Critically, the bill prohibits agencies from approving land use actions that would result in significant traffic congestion or emergency response impairments, such as: 20% of intersections rated at service levels E or F, 10% of intersections experiencing more than five minutes of additional delay, increased delays near hospitals, or substantial increases in emergency response times.
