This bill enacts the Community Gridlock Prevention Act, which requires all land use actions to include a comprehensive intersection and emergency services impact study in addition to existing environmental assessment requirements. The study must analyze traffic conditions and emergency response times within a one-mile radius of the proposed land use action, specifically examining intersections during peak hours (rush hours) using a detailed grading system that rates traffic flow from A (free-flowing) to F (congested). The bill mandates that agencies cannot approve a land use action if the study finds that: 20% of intersections are rated E or F, 10% of intersections have delays over five minutes, intersections near hospitals have delays over two minutes, emergency service response times double from an existing short response time, or response times increase by three minutes or more. The study must assess impacts on various emergency services including medical services, law enforcement, and fire departments. Agencies are required to conduct these detailed evaluations to prevent potential gridlock and ensure public safety, with the transportation commissioner responsible for developing specific implementation rules and regulations. The act will take effect 90 days after becoming law.
