This bill requires the Attorney General to establish a 90-day pilot program in the 10 municipalities with the highest violent crime rate, as determined by the most recent Uniform Crime Report data. Under this program, each participating local law enforcement agency will receive a ballistics scanning device, which they will use as part of their evidence collection and investigative processes. Within 30 days after the pilot program concludes, each participating law enforcement agency's chief officer must submit a detailed report to the Attorney General, describing how the device was used and recommending whether the agency should continue using it. Subsequently, within 60 days of receiving these reports, the Attorney General must issue a report to the Governor and Legislature recommending whether the pilot program should become permanent, potentially with an annual budget allocation to fund device usage in municipalities with the highest violent crime rates. The bill will take effect on the first day of the second month following its enactment.
