AN ACT to amend the retirement and social security law, in relation to service credit related to the birth or adoption of a new child

This bill provides a way for correction officers employed by Suffolk County in the New York State and Local Employees' Retirement System (NYSLERS) to receive service credit for authorized unpaid leave related to the birth or adoption of a new child. To be eligible, correction officers must have at least five years of credited service and file a claim with the retirement system by December 31, 2026, or within 90 days of returning from leave. Members must also contribute to the retirement system an amount they would have contributed during their leave, based on their most recent 12 months of non-zero compensation. The service credit is limited to one year for each period of authorized unpaid leave, and if a member does not have five years of service credit at the time of their leave, they will have 90 days from achieving five years to file a claim. The bill specifies that all past service costs associated with implementing this provision will be borne by Suffolk County, and it takes effect immediately upon passage.
