Bill Summary
AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend the Residential Tranquility Act of 2010 to prohibit persons targeting a residence for purposes of demonstration from using sound amplifying devices in a residential zone between 7:00 p.m. and 9:00 a.m., to prohibit the use of unattended sound amplifying devices emitting sound while targeting a residence, and to prohibit a person from launching or throwing an object onto the residential property of another with the intent to cause fear, intimidate, or harass any person living or working at that residence; and to amend the National Capital Revitalization and Self-Government Improvement Act of 1997 to provide that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires.
AI Summary
This bill amends the Residential Tranquility Act of 2010 to enhance protections for residents by introducing several new restrictions on demonstrations near homes. Specifically, the bill prohibits using sound amplifying devices (defined as machines or loudspeakers that amplify sound) in residential zones between 7:00 p.m. and 9:00 a.m., and bans leaving unattended sound amplifying devices targeting a residence. The legislation also makes it illegal to throw or launch objects onto someone else's residential property with the intent to cause fear, intimidate, or harass residents. Additionally, law enforcement is empowered to seize unattended sound amplifying devices used in violation of these rules, and violators could face fines up to the amount specified in the Criminal Fine Proportionality Amendment Act and/or up to 90 days of incarceration. As a secondary provision, the bill also adjusts the term expiration date for Council appointments to the Corrections Information Council, setting it specifically as December 7th of the year in which the term expires. The bill aims to protect residential peace and prevent harassment by limiting disruptive demonstration tactics near people's homes.
