This bill, known as the Worldwide Animal Testing Compliance and Harmonization Act of 2025 (or WATCH Act), establishes a comprehensive inspection and certification process for foreign laboratories conducting animal research that receive federal funding from the National Institutes of Health (NIH). Under the proposed legislation, these laboratories would be required to undergo quarterly inspections to ensure compliance with animal welfare requirements, including establishing animal care committees, reviewing animal treatment, and maintaining proper records. Laboratories will receive a compliance certification after each inspection, which will be publicly accessible. If a laboratory fails to meet the required standards, it will be given an opportunity to take corrective action. However, if the laboratory does not address compliance issues, the NIH can suspend or revoke its research grant or contract. The Secretary of Health and Human Services, in consultation with the NIH Director, will designate an appropriate authority to conduct these inspections and will also work to coordinate with foreign regulatory authorities while respecting the sovereignty of other nations. The new requirements would take effect 180 days after the act's enactment, providing laboratories time to prepare for the new oversight process.
