This bill, also known as the WATCH Act, amends the Public Health Service Act to require foreign laboratories receiving U.S. federal funds for biomedical and behavioral research involving animals to undergo quarterly inspections. These inspections, conducted by a designated authority in consultation with foreign regulators and international organizations, will ensure these laboratories comply with animal welfare requirements, including the establishment of animal care committees, proper review of animal treatment, and accurate record-keeping. Laboratories found to be in compliance will receive a certification, which will be publicly accessible, while those failing to meet standards will be given an opportunity to correct issues before their grants or contracts are suspended or revoked by the Secretary.
