This bill establishes an annual artificial intelligence (AI) review process for the Code of Federal Regulations aimed at identifying and removing redundant or outdated regulations. The Office of Management and Budget, in consultation with the National Institute of Standards and Technology, will implement an AI system that meets strict standards for accuracy, transparency, accountability, and national security. When the AI identifies a regulation as redundant (duplicative) or outdated (superseded by new legislation or technological advances), the relevant agency must review the regulation within 30 days and make a final determination about its status. If a regulation is deemed redundant, the agency must rescind it within 30 days, and if it is determined to be outdated, the agency must either amend the regulation to update its substance or remove it entirely. The bill also expedites the process of rescinding such regulations by modifying existing administrative procedures. Each determination must be published on the agency's website with a public explanation, with the option of submitting a classified annex to Congress if necessary. The goal is to use AI technology to help streamline and modernize federal regulations, reducing bureaucratic complexity and ensuring regulations remain current and relevant.
