Bill Summary

A BILL To require the use of artificial intelligence to review agency regulations, and for other purposes.

AI Summary

This bill, titled the "Leveraging Artificial Intelligence to Streamline the Code of Federal Regulations Act of 2026," mandates the annual use of artificial intelligence (AI) systems to review federal regulations. An "agency" refers to any executive department or independent establishment in the executive branch, and a "regulation" is defined as a rule. An "artificial intelligence system" is a machine-based system that generates outputs like predictions or decisions based on input. A regulation is considered "redundant" if it duplicates or overlaps with another regulation without losing essential information, and "outdated" if it has been superseded by newer laws or technology. The Director of the Office of Management and Budget, in collaboration with the National Institute of Standards and Technology, must implement an AI-driven process to identify these redundant or outdated regulations, ensuring the AI system meets strict standards for accuracy, transparency, accountability, and national security. Regulations flagged by the AI will be immediately sent to the responsible agency for a final determination within 30 days. If deemed redundant, the agency must rescind it within 30 days, and if outdated, it must be amended or rescinded within 30 days, with both actions bypassing standard administrative procedures. All determinations must be published online with an explanation, though a classified annex can be submitted to Congress if necessary. This bill also amends existing law to allow for expedited rescission or amendment of regulations identified as redundant or outdated through this new AI review process.
