This bill establishes the Maine-Aomori Sister-state Advisory Council to foster a cooperative relationship between Maine and Aomori Prefecture, Japan, aiming to benefit citizens of both regions. The council will consist of the president of the Maine International Trade Center (or their designee) and eleven appointed members with diverse expertise in areas such as education, business, arts, sciences, tourism, and international exchanges, as well as two general public representatives. These appointed members will serve three-year terms, with initial appointments staggered to ensure continuity. The council will elect a chair, meet at least three times annually in public sessions, and its members will serve without compensation. Its duties include identifying and assessing existing exchanges, developing strategies for cultural, educational, and commercial opportunities, and seeking external funding and support for its initiatives. The council is required to submit an annual report to the Governor and the Legislature's economic development committee, starting in February 2026, detailing its activities and recommendations. The bill also allocates a small amount of funding from other special revenue funds to support expenditures from outside sources for the council's operations.
