This bill establishes a rental assistance payment standard pilot program that allows housing accommodation owners to charge rents at the maximum amount prescribed by rental assistance programs, even if that amount exceeds typical rent limitations. Specifically, the program applies to vacant housing accommodations registered with the state housing agency in 2025 that are subsequently rented to tenants with federal, state, or local housing vouchers, but only for buildings constructed before 1974. The bill ensures that when the rental assistance program rent exceeds the legal regulated rent, the original legal rent will be preserved and registered with the state housing agency, subject to standard allowable increases. When the housing accommodation is no longer part of the rental assistance program, the original legal rent will be reinstated. The pilot program will be in effect until June 15, 2027, with provisions allowing housing accommodations that begin a vacancy lease before that date to continue under the program's terms for as long as they are occupied by a tenant with a rental assistance housing voucher and covered by a government payment agreement.
