This bill establishes a rental assistance payment standard pilot program that allows housing owners to charge rent at the maximum amount prescribed by a rental assistance program, even if that amount exceeds typical rent limitations. Specifically, the program applies to vacant housing accommodations registered in the year 2025 that are rented to tenants with housing vouchers from federal, state, or local programs, but only for buildings constructed before 1974. When the rental assistance program's prescribed rent exceeds the legal regulated rent or maximum collectible rent, the original legal rent will be preserved and registered with the state housing agency, subject to standard allowable increases. The original legal rent will be reinstated when the housing accommodation is no longer part of the rental assistance program. The pilot program will be in effect from the bill's immediate enactment until June 15, 2027, with provisions allowing any housing accommodation with a lease start date before that deadline to continue under the program's terms for as long as it is occupied by a tenant with a rental assistance housing voucher covered by a government payment agreement.
