This bill modifies the existing Minnesota law regarding escort vehicle requirements for overdimensional loads (vehicles that exceed standard size limits), making several important changes to enhance road safety and provide more flexibility in transportation regulations. The bill specifies that no escort vehicle is required for loads 15 feet wide or less at the bottom, or 16 feet wide or less at the top. For loads wider than these dimensions, the bill clarifies that one rear escort vehicle is needed on multilane divided roadways, and both a lead and rear escort vehicle are required on undivided roadways. Notably, the bill introduces new language requiring a lead escort vehicle and a licensed peace officer when a load extends beyond the centerline and could create hazardous driving conditions. The commissioner of transportation is now mandated to specify in the permit the number of escort vehicles and whether they must be licensed peace officers or additional trained escort drivers. The bill also gives the commissioner discretion to require additional escorts for public safety or to protect road infrastructure, and allows for fewer escorts if alternative safety measures are established by the carrier. The changes will take effect on July 1, 2025, providing transportation agencies and carriers time to adapt to the new requirements.
