This bill modifies the requirements for escort vehicles when transporting overdimensional loads in Minnesota. Currently, no escort vehicle is required for loads 15 feet or less in width at the bottom or 16 feet or less at the top. The bill introduces new provisions specifying that when a load extends beyond the centerline and could create hazardous driving conditions, one lead escort vehicle, one rear escort vehicle, and one lead licensed peace officer are required. The commissioner of transportation is now mandated (instead of having discretionary power) to specify in the permit the number of escort vehicles and whether they must be licensed peace officers or additional trained escort drivers. The bill also gives the commissioner more flexibility to require additional escorts for public safety or reduce escort requirements if alternative safety measures are established by the carrier. An important change is the shift from permissive language ("may") to more definitive language ("must"), which provides clearer guidance for transportation of overdimensional loads. The bill will become effective on July 1, 2025, allowing time for implementation and preparation by transportation companies.
