This bill modifies the funding mechanism for pipeline and railroad safety assessments in Minnesota by reducing the total annual assessment amount from $4,000,000 to $2,800,000 and changing how those funds are allocated. Previously, railroad companies would be assessed 70 percent of the total amount based on route miles, and pipeline companies would be assessed 30 percent based on the volume of hazardous substances transported. The bill removes the previous provisions related to pipeline company assessments. Additionally, the bill maintains a provision allowing the commissioner of public safety to assess rail carriers or pipeline companies involved in significant incidents for post-incident review and analysis costs. The changes to these assessment rules will become effective on January 1, 2027, applying to all assessments occurring on or after that date.
