This bill modifies the existing pipeline and railroad safety assessment regulations in Minnesota by reducing the total annual assessment amount from $4,000,000 to $2,800,000 and significantly changing how those assessments are calculated. Previously, railroad companies were assessed 70% of the total amount based on route miles, and pipeline companies were assessed 30% based on their yearly volume of hazardous substance transportation. Under the new bill, railroad companies will now be assessed 100% of the total amount, and the previous provisions for pipeline company assessments are entirely removed. The bill maintains the existing provision that allows the commissioner of public safety to assess additional costs to rail carriers or pipeline companies involved in incidents requiring significant response and review.
