This bill modifies Minnesota's existing student bullying policy requirements by expanding the definition of where and how bullying can occur. Specifically, the bill adds language to clarify that bullying via electronic technology on a school-issued device is covered even when it happens off school premises, provided the electronic communication substantially and materially disrupts student learning or the school environment. The bill maintains the existing provisions that bullying policies apply to incidents occurring on school premises, during school functions or activities, or on school transportation. The legislation continues to encourage nonpublic schools to voluntarily share their anti-bullying policies with state authorities and confirms that the policy applies to school-aged children participating in public school activities, even if they are not full-time students. The bill does not apply to home schools or certain nonpublic schools, maintaining existing exemptions in the law.
