This bill establishes a workforce development pilot project administered by the North Carolina Workforce Development Coalition (NCWDC), a nonprofit organization that will provide grants to employers to support employee training. The program targets North Carolina-based businesses with 20 to 1,500 employees, offering grants of up to $2,000 per trainee or 50% of training costs (with a maximum annual grant of $40,000 per employer). Eligible employers must meet specific criteria, including being in good standing with state programs and having operated continuously for at least 365 days. The grants aim to support training programs that create jobs, reduce turnover, enhance employee effectiveness, improve wages, or upgrade skillsets, with a particular focus on industries and skills not well-covered by community colleges. Employers must apply at least 45 days before training begins and can only receive reimbursement after submitting detailed documentation and ensuring trainees complete the program and remain employed for 45 days afterward. NCWDC will be allowed to use up to 5% of program funds for administrative expenses and marketing, and must provide annual reports to the state legislature starting in July 2026, detailing grant recipients, trainees, and training outcomes. The program becomes effective immediately upon becoming law.
