This bill updates the Maine Self-service Storage Act by making several key changes to existing law. The bill expands the definition of "abandoned leased space" to include storage units that are unlocked and empty, contain personal property valued under $750, have been surrendered by the occupant, or contain property more than 15 days after rental agreement termination. It allows rental agreements to be delivered and accepted electronically and permits operators to notify occupants of storage unit conditions via email in addition to regular mail. The bill introduces a new provision that considers an occupant's continued rent payment or use of storage space as acceptance of the rental agreement if they do not sign it within 30 days of receiving it. Additionally, the legislation provides more flexibility for storage facilities by allowing sales of stored personal property to be conducted online or at the storage facility, and clarifies that notices to operators can be sent to an alternative address specified in the rental agreement. These updates modernize the self-storage law by incorporating electronic communication and providing clearer guidelines for storage facility operators and occupants.
