This bill creates a new Healthcare Affordability and Sustainability Medicaid Buy-in Cash Fund within the Colorado Healthcare Affordability and Sustainability Enterprise to support Medicaid buy-in programs for low-income individuals with disabilities. The bill establishes a new Medicaid Buy-in Enterprise Support Board comprised of five members appointed by the Governor, including representatives of disability rights organizations, a person living with a disability, and state employees. The board will help implement Medicaid buy-in programs and consult on premium structures. Premiums for these programs will be based on a sliding fee scale determined by an actuarial study, taking into account an individual's income, family size, and impairment-related work expenses. The bill transfers existing Medicaid buy-in cash fund balances to the new fund and makes corresponding appropriation adjustments, effectively consolidating funding for these disability support programs. Premiums collected will be used to offset program costs, and the enterprise will have the ability to expend these funds to provide Medicaid buy-in services.
