This bill addresses the cost of phone services for inmates in Colorado's Department of Corrections by gradually reducing the financial burden on inmates and their families. Currently, inmates are charged for phone calls, but the bill mandates a phased approach to making these communications services more affordable. Specifically, from July 1, 2024, to June 30, 2025, the department will cover 35% of penal communications costs; from July 1, 2025, the department will cover 75% of these costs; and beginning July 1, 2026, the department will fully cover 100% of all penal communications costs. The bill defines penal communications services to exclude video calls and electronic messaging. To support this initiative, the bill includes an appropriation of $1,436,165 from the general fund for the 2025-26 fiscal year to help institutions implement these free phone services.
