This bill modifies the annual transfers from Colorado's General Fund to the State Highway Fund by changing the transfer amounts and schedule over several years. Specifically, the bill eliminates a $7 million transfer for the revitalizing main streets program and establishes a new transfer schedule: on July 1, 2025, $32.2 million will be transferred; on July 1, 2026, $50.5 million will be transferred; from July 1, 2027 through July 1, 2031, $100 million will be transferred annually; and on July 1, 2032, $64.8 million will be transferred. Additionally, the bill requires that $10 million from certain transfers between July 1, 2025, and July 1, 2028, must be used specifically to mitigate environmental and health impacts of motor vehicle emissions in nonattainment areas by funding projects that reduce vehicle miles traveled or directly reduce air pollution. The bill includes a safety clause indicating it is necessary for the immediate preservation of public peace, health, and safety.
