This bill provides funding and establishes a program through the Minnesota Association of Black Lawyers (MABL) to support Black undergraduate students interested in pursuing legal careers. The bill appropriates $350,000 in both fiscal years 2026 and 2027 from the workforce development fund to create a scholarship and support program. Specifically, the program will enroll full-time Black Minnesota resident undergraduate students and provide each participant with a $4,000 annual academic scholarship. The program will offer comprehensive support including one-on-one mentoring, events to introduce students to law school and legal careers, and free test preparation materials and LSAT registration. The Minnesota Association of Black Lawyers can use the grant money for student scholarships, academic programming, LSAT preparation, and program staff. Additionally, MABL is required to submit detailed reports to the commissioner of employment and economic development and legislative committee chairs by January 30th in both 2026 and 2027, documenting the program's outcomes, revenues, and expenses. The goal of this initiative is to increase opportunities and support for Black students interested in pursuing legal education and careers.
