This bill establishes the Housing Production Innovation Working Group, a collaborative effort to explore innovative housing construction technologies that could reduce housing production costs and accelerate housing development in the state. The working group will consist of 11 members, including two senators, two representatives, several government officials (such as the Commissioners of Professional and Financial Regulation and Economic and Community Development), and three members from the residential construction and building materials manufacturing industries. The group's primary task is to study potential barriers to adopting factory-made housing technologies, including demand-side challenges like lack of familiarity with new construction methods and production-side obstacles such as varying building codes and licensing requirements. Members will consult with housing industry professionals, manufacturers, builders, developers, and educational institutions to research these issues. By December 3, 2025, the working group is required to submit a report with findings and recommendations, including potential legislation, to the Joint Standing Committee on Housing and Economic Development. The bill allows the committee to propose related legislation in the Second Regular Session of the 132nd Legislature, with the legislation taking effect immediately upon approval.
