This bill defines new qualifications for paraprofessionals (educational support staff who work in classrooms alongside licensed teachers) starting in the 2025-2026 school year. A paraprofessional can meet federal personnel qualifications by fulfilling one of three pathways: (1) having at least two years of college credits or an associate's degree or higher, (2) scoring 440 or higher on the ParaPro assessment or another approved assessment, or (3) demonstrating 17 specific professional competencies. These competencies include understanding educational roles, comprehending laws and policies, establishing rapport with students, supporting inclusive learning environments, managing student behaviors, maintaining confidentiality, collaborating effectively with teachers, respecting student diversity, and showing commitment to professional development. The bill aims to ensure that paraprofessionals have the necessary skills, knowledge, and ethical standards to effectively support students and teachers in educational settings. The provisions will become effective the day after final enactment.
