This bill modifies Minnesota state law to explicitly allow health insurers (group purchasers) to provide explanation of benefits (EOBs) electronically, in addition to traditional paper documents. The bill amends existing statutes to clarify that a "uniform explanation of benefits" can now be an electronic equivalent, not just a paper document. Specifically, the bill requires that if insurers choose to provide electronic EOBs, they must: (1) give patients the choice between paper, electronic, or both versions of their EOB; (2) provide clear instructions for patients to communicate their preference; and (3) default to sending a paper EOB for patients who do not actively choose a format. The electronic version must contain the same data elements and definitions as the paper version. This change provides more flexibility for insurers in how they communicate claim and payment information to patients, while ensuring patients have control over their preferred method of receiving this important healthcare documentation.
