This bill amends the Medical Practice Act of 1985 to expand the definition of genetic tests and clarify the scope of practice for genetic counselors. The bill defines a genetic test as including four types of analyses: DNA sequence or expression analysis, RNA expression analysis, biochemical tests for gene products, and chromosomal microscopic analysis. For genetic counselors, the bill now explicitly allows them to order genetic tests (previously they could only identify tests) and provides more detailed guidelines about their professional responsibilities. Specifically, genetic counselors can now provide genetic counseling, identify and order appropriate genetic tests, provide written documentation to referring providers and other healthcare professionals, and maintain client medical records. Importantly, the bill emphasizes that genetic counselors are still not authorized to diagnose, manage, or treat genetic or other medical conditions. The changes are designed to provide clearer professional boundaries and guidelines for genetic counselors while expanding their ability to support patient care. The bill will take effect 60 days after its passage.
