This bill establishes a Universal Breakfast Program in North Carolina that requires public schools to provide free breakfast to all students in prekindergarten through 12th grade who choose to participate. The bill mandates that the Department of Public Instruction allocate funds to support this program, with state and federal reimbursements covering up to 100% of the federal free meal rate. Schools are encouraged to implement innovative breakfast service models like classroom breakfast, grab-and-go options, and second chance breakfast. Additionally, the bill introduces a Farm-to-Table Initiative that encourages schools to partner with local farmers and food producers to procure fresh, seasonal ingredients, with the goal of supporting local agriculture and providing educational opportunities about nutrition and sustainable food systems. The legislation applies to all public schools, including charter schools, regional schools, and laboratory schools, and is funded through a $39 million appropriation, with $34 million designated for the universal breakfast program and $5 million for farm-to-table initiatives. The program will become effective in the 2025-2026 school year, with the Department of Public Instruction required to submit an annual report on program participation, costs, and effectiveness.
