This bill establishes a new Women Farmers and Ranchers Liaison position within the U.S. Department of Agriculture (USDA) to support and advance women in agriculture. The Liaison will provide information about agricultural programs, assist women farmers and potential farmers in applying for these programs, and advocate on their behalf within the Department. Within one year of the bill's enactment and annually thereafter, the Liaison must submit a public report to Congress detailing grants, loans, and other financial programs, including the percentage of these programs and funding directed to women-owned agricultural operations. The Liaison may also contract with research centers, universities, or nonprofit organizations to conduct research, develop educational materials, offer workshops and training, provide mentoring, and create internship opportunities specifically for women farmers and ranchers. Additionally, the bill includes two complementary provisions: one to support research on ergonomically designed agricultural equipment for women, and another to prioritize child care support for agricultural and rural community loan and grant recipients. The goal is to address barriers and create more opportunities for women in the agricultural sector.
