This bill establishes a comprehensive paid bereavement leave policy for state employees in North Carolina, effective July 1, 2025. The legislation requires the State Human Resources Commission to create rules allowing full-time state employees up to 40 hours of paid leave following the death of an immediate family member (which is broadly defined to include biological, adoptive, step, and other familial relationships) and up to 8 hours of leave following the death of a colleague. Part-time employees will receive prorated leave. Employees must provide documentation of the death and can use the leave within 180 days of the death, with no annual limit on usage. The leave is additional to other forms of leave, has no cash value upon termination, and cannot be used for calculating retirement benefits. The bill also appropriates $2 million from the General Fund to support the implementation of this new leave policy. Employees who attempt to fraudulently obtain bereavement leave may face disciplinary action, including potential dismissal. The policy applies to state agencies, public schools, and community colleges, with each institution required to adopt substantially equivalent policies.
