This bill makes several changes to election laws, primarily by extending the deadline for voters to correct issues with their registration or ballots from the third to the fifth business day after an election, and by clarifying procedures for provisional ballots, including allowing voters more time to cure missing signatures on affidavits. It also modifies rules for counting absentee ballots and early voting equipment, specifies that results of ballot counts cannot be revealed before polls close, and allows judicial review of State Board of Elections decisions to be filed in either Wake County or the voter's home county. Additionally, it temporarily allows expired Class C driver's licenses to be used as valid photo identification for voting and clarifies that challenges to voter registration based on death will not count a ballot if the voter died before the election day.
