This bill establishes new requirements for home health care and hospice providers in Maine to deliver services based on orders from out-of-state health care providers. Specifically, the bill allows such providers to serve Maine residents if the ordering health care provider meets two key conditions: first, the provider must hold a valid, good-standing license in their home state from the appropriate medical, nursing, or professional licensing board, and this licensure must be verifiable by the Maine provider; second, the provider must have conducted an in-person physical examination of the patient within their own state or jurisdiction. Additionally, the bill requires the referring health care provider to ask patients if they have a primary care provider in Maine, and if so, to make reasonable efforts to contact that primary care provider and seek their agreement to the proposed services. The referring provider must also document these communication attempts in the patient's medical record. These provisions aim to ensure continuity of care and communication between health care providers while allowing more flexibility for patients to receive home health care and hospice services across state lines.
