This bill modifies electric vehicle surcharge provisions in Minnesota by increasing the surcharge for all-electric vehicles from $75 to $100 and introducing a new $25 surcharge for plug-in hybrid electric vehicles. These surcharges will be in addition to existing vehicle registration taxes and will be subject to periodic adjustments based on changes in gasoline excise tax rates, with adjustments occurring every three years starting January 15, 2028. The revenue from these surcharges will now be deposited into the Transportation Impact Assessment and Mitigation Account instead of the highway user tax distribution fund. The bill also adds a new provision that if the account balance exceeds 50% of the total deposited in a fiscal year, beginning July 1, 2027, 90% of the account balance will be transferred to the highway user tax distribution fund by November 1 each year. The new surcharges and account transfer provisions will be effective for registration periods starting on or after August 1, 2025, and are designed to help fund transportation infrastructure and safety improvements while ensuring that electric and hybrid vehicle owners contribute to road maintenance costs.
