This bill establishes the Title X Clinic Fund to provide expanded funding for family planning services through clinics supported under Title X of the Public Health Service Act. The bill appropriates $512 million annually from fiscal years 2026 through 2035 for grants and contracts, and an additional $50 million per year for infrastructure improvements like clinic construction and renovation. The funding comes with specific conditions: recipients cannot prohibit entities from participating in subaward programs unless the entity cannot provide required services, and clinics must offer nondirective pregnancy counseling. When a patient receives a positive pregnancy test, the clinic must provide neutral, factual information about multiple options, including prenatal care, adoption, infant care, and pregnancy termination, with counseling and referrals available upon the patient's request. Funds will be administered through the Department of Health and Human Services and remain available until expended, representing a significant ten-year commitment to supporting family planning and reproductive healthcare services across the United States.
