This bill establishes a new Title X Clinic Fund within the Department of Health and Human Services to provide expanded funding for family planning services. The legislation would appropriate $512 million annually from fiscal years 2026 to 2035 for grants and contracts related to family planning, and an additional $50 million each year for clinic infrastructure, including construction and renovation. The bill includes important provisions regarding funding conditions: recipients cannot prohibit entities from participating in subaward programs unless the entity cannot provide required services, and clinics must provide nondirective pregnancy counseling. Specifically, when a patient receives a positive pregnancy test, the clinic must offer neutral, factual information and counseling about three options: prenatal care and delivery, infant care/foster care/adoption, and pregnancy termination. Patients will be given the opportunity to receive information about these options, with the understanding that they can choose which options they want to learn more about. The funding is intended to be available until fully expended, providing sustained support for family planning services across the United States.
