Bill Summary

This bill requires the Department of Community Affairs (DCA) to accept electronic submissions from a licensed plumbing, electrical, or heating, ventilating, air conditioning, and refrigeration contractor corresponding to the contractor's discipline. Submissions for which the bill requires DCA to accept electronic submissions include, but are not limited to, subcode application forms or documents supporting the applications, such as shop drawings or documents displaying the calculations necessary for compliance with the electrical, fire protection, or energy subcode. The bill prohibits DCA from requiring the physical seal or signature of these contractors to be affixed to the subcode application form. Additionally, this bill prohibits DCA from requiring physical copies of plans at the worksite of a licensed plumbing, electrical, or heating, ventilating, air conditioning, and refrigeration contractor to have an affixed physical seal. This bill is to take effect on the first day of the fourth month following enactment, except that the Commissioner of Community Affairs is permitted to take anticipatory actions necessary to comply with the provisions of the bill.

AI Summary

This bill requires the New Jersey Department of Community Affairs (DCA) to enhance its Electronic Permit Processing Review System by enabling licensed contractors in plumbing, electrical, and heating, ventilating, air conditioning, and refrigeration disciplines to electronically submit permit application materials, including subcode application forms, shop drawings, and compliance calculation documents. The bill specifically prohibits the DCA from requiring physical seals or signatures on subcode application forms and from mandating physical copies of plans with seals at worksites for these licensed contractors. The electronic system must provide 24-hour accessibility for submitting permit applications, inspection requests, and electronic signatures, with the goal of accepting approximately 80 percent of construction permit applications electronically. While the DCA retains discretion to establish different submission requirements for complex construction projects, the bill aims to streamline the permit application process by reducing paperwork and physical documentation requirements. The bill will take effect on the first day of the fourth month following its enactment, and the Commissioner of Community Affairs is authorized to take preparatory actions to implement the new provisions.
