Bill Summary
This bill requires any state agency or authority that operates, coordinates, or oversees a workforce development program or activity, as defined in the bill, to track and report, at least annually, on the performance of that workforce development program or activity, using the primary indicators of performance under the federal Workforce Innovation and Opportunity Act. These performance indicators are: 1) the percentage of program participants who are in unsubsidized employment during the second quarter after exit from the program; 2) the percentage of program participants who are in unsubsidized employment during the fourth quarter after exit from the program; 3) the median earnings of program participants who are in unsubsidized employment during the second quarter after exit from the program; 4) the percentage of program participants who obtain a recognized postsecondary credential, or a secondary school diploma or its recognized equivalent during participation in or within one year after exit from the program; 5) the percentage of program participants who, during a program year, are in an education or training program that leads to a recognized postsecondary credential or employment and who are achieving measurable skill gains toward LRB-2742/1 MED:cdc 2025 - 2026 Legislature SENATE BILL 201 such a credential or employment; and 6) the indicators of effectiveness in serving employers, defined currently as the percentage of participants in unsubsidized employment during the second quarter after exit from the program who were employed by the same employer in the second and fourth quarters after exit. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
AI Summary
This bill requires state agencies and authorities that operate workforce development programs to track and report performance metrics annually, drawing from the federal Workforce Innovation and Opportunity Act (WIOA). The bill defines "workforce development program or activity" broadly, including job training, job readiness services, job placement assistance, and specific existing state programs like the Transform Milwaukee Jobs program and Wisconsin Works. The performance metrics agencies must track include: 1) the percentage of participants employed in the second and fourth quarters after program exit, 2) median earnings of employed participants, 3) the percentage of participants obtaining postsecondary credentials or high school diplomas (with additional employment or education requirements), 4) the percentage of participants achieving measurable skill gains in education or training programs, and 5) the percentage of participants employed by the same employer in the second and fourth quarters after exit. Agencies must publish these metrics on a single state-maintained website and submit reports to legislative committees, with exemptions for reporting on minors or violating federal confidentiality requirements. The bill updates references to workforce development laws and ensures more comprehensive tracking of workforce program outcomes to help assess their effectiveness.
