Under the bill, the report would be required to include, at a minimum: 1) an assessment of the facial recognition technology available for use by law enforcement agencies and the feasibility of its use, including accuracy; (2) a Statewide summary of any current use of facial recognition technology by law enforcement agencies for the purpose of generating police reports; and (3) recommendations for implementing a Statewide policy applicable to State and local law enforcement agencies that governs the use of facial recognition technology. The bill requires the Attorney General to issue the report and recommendations within six months of the bill's effective date. For the purposes of the bill, "facial recognition technology" means a computer application which uses facial recognition algorithms to identify or verify a person from a digital image or a video frame from a video source.

AI Summary

This bill requires the Attorney General to conduct a comprehensive study on law enforcement's use of facial recognition technology and produce a detailed report within six months of the bill's enactment. The report must include three key components: (1) an evaluation of currently available facial recognition technologies, assessing their feasibility and accuracy for law enforcement purposes, (2) a statewide overview of how law enforcement agencies are currently using this technology to generate police reports, and (3) recommendations for developing a statewide policy that would govern how state and local law enforcement agencies can use facial recognition technology. The bill defines facial recognition technology as a computer application that uses algorithmic techniques to identify or verify individuals by analyzing digital images or video frames. By mandating this study and report, the bill aims to provide policymakers with crucial insights into the capabilities, current usage, and potential regulatory framework for this emerging technological tool in law enforcement.
