This bill establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System, designed to preserve and interpret the legacy of Dr. Abernathy, a prominent civil rights leader. The Historic Site will specifically focus on the West Hunter Street Baptist Church where Dr. Abernathy served as pastor during the modern civil rights movement. The Secretary of the Interior will be responsible for establishing the site once sufficient land has been acquired, with the boundary defined by a specific map dated August 2022. Land for the site can be acquired through donation, purchase from willing sellers, or exchange, with state-owned land only obtainable through donation. The Secretary will administer the site according to National Park System laws and must complete a management plan within three years of funding. Additionally, the bill allows for cooperative agreements with state or other entities to support interpretive services, educational programs, signage, exhibits, and preservation of historic resources related to Dr. Abernathy's civil rights work and legacy.
