This bill establishes the Ralph David Abernathy, Sr., National Historic Site in Georgia as a unit of the National Park System, with the primary purpose of preserving and interpreting the legacy of Dr. Abernathy, a prominent civil rights leader, and the historic West Hunter Street Baptist Church where he served as pastor. The site will be created once the Secretary of the Interior determines that sufficient land has been acquired to form a manageable unit, and the site's boundary will be based on a specific map dated August 2022. The Secretary may acquire land for the site through donation, purchase from willing sellers, or exchange, with any state-owned land only being acquirable through donation. The National Park Service will administer the site according to existing national park laws and will develop a management plan within three years of funding. The bill also allows the Secretary to enter into cooperative agreements with state or other entities to support interpretive services, educational programs, signage, exhibits, and preservation of historical resources related to Dr. Abernathy's civil rights work and the church's significance.
