Specifically, the guide will include details on wage and hour laws, labor standards, statutory requirements, enforcement procedures, and potential penalties for violations. Both the primary project developer and their prime contracting entity will be required to submit an annual attestation confirming they have reviewed and understood these requirements under penalty of perjury, and this attestation must be submitted before any project work can begin. Additionally, the Department of Labor will be required to submit an annual report to the Legislature starting in February 2027, which will include data on assisted energy projects, the entities receiving the fact sheets, technical assistance provided, and a list of received attestations. The goal of this bill is to enhance businesses' understanding of labor standards and support Maine's energy project development by providing clear, accessible information about legal requirements and expectations.
