This bill appropriates $15 million in fiscal year 2026 from the Minnesota forward fund account to support bioindustrial facilities that have made private investments in land development, infrastructure, construction, and equipment for producing advanced biofuels, renewable chemicals, and biomass thermal energy before June 30, 2024. Starting August 1, 2026, the commissioner of employment and economic development will accept applications from existing bioindustrial facilities that previously received funding under specific Minnesota statutes (41A.16, 41A.17, or 41A.18) before January 31, 2025. Applicants must submit copies of their previous claims, and payments will be equal to any unpaid claims submitted on or before April 30, 2025. The appropriation is one-time and available until July 1, 2027. Additionally, the bill cancels $15 million from a previous fiscal year 2024 Minnesota forward fund account appropriation, effectively redirecting those funds to this new initiative supporting bioindustrial facilities.
