This bill addresses two main aspects of school safety funding: first, it cancels any unobligated funds remaining from a 2018 school safety grants appropriation, and second, it provides $1,810,000 in new grants specifically for law enforcement emergency entry devices. The grants are designed to help schools install secure master key boxes that allow law enforcement rapid exterior access to school buildings during emergencies. Eligible applicants include special and independent school districts, charter schools, and cooperative units serving students. Each eligible applicant can receive up to $1,000 per school building for installing a UL 1037 standard emergency entry device. If more applications are received than funds available, the commissioner of education will first ensure each eligible applicant receives one grant, then distribute remaining funds through a lottery system. Grant recipients must update their school safety plans to include information about these new entry devices. Up to 5% of the appropriation can be used for administrative costs, and the funding is a one-time appropriation available until June 30, 2026. The bill becomes effective the day after final enactment.
