This bill addresses school safety by first canceling any unused funds from a 2018 school safety grant appropriation, and then providing a new $1,810,000 appropriation specifically for law enforcement emergency entry devices in schools. The grant program allows special and independent school districts, charter schools, and cooperative units to apply for up to $1,000 per school building to install a secure master key box that meets Underwriters Laboratories Standard 1037, which would enable emergency law enforcement access to school buildings from the exterior. If more applications are received than funds available, the commissioner of education will first award one grant to each eligible applicant and then distribute remaining funds through a lottery system.
